Migrations matter because the backend is the product authority.

Test matrix:
1. Fresh desktop install with backend enrollment
2. Old desktop cache -> migrate -> current
3. Private Cloud Postgres old schema -> current
4. Public Cloud Postgres migration
5. Self-hosted manual upgrade

Rule:
Desktop cache migrations must not become product authority; backend data lives in Postgres.
